A hugh misconception regarding handicap parking is that a handicap placard receipient is exempt from paying for metered parking.  As per state guidelines (TITLE 39:4-207) handicapped parkers must pay for the maximum time allowed for that parking space, before the free 24-hour overtime exception applies.  In order to utilize a handicap parking space, the person who possesses the handicap placard MUST be in the vehicle.  It is a violation to use another person's handicap placard.

Purple Heart and Disabled Veteran placards provide free parking in all metered parking spaces.  However, these placards do not afford parking in a handicap space unless a Handicap Placard is also present.
